How This Works
Flow-down obligations under DFARS 252.204-7012, 7019, 7020, 7021 and FAR 52.204-21 depend entirely on what information reaches each subcontractor. A supplier that touches CUI must meet CMMC Level 2 and carries the full DFARS clause set. A supplier that sees only FCI needs CMMC Level 1 under FAR 52.204-21. A commercial off-the-shelf (COTS) supplier that handles neither carries no CMMC obligation, and DFARS 252.204-7012 does not flow down to them.
